Yes. But how will it effect the development of new mtb trails in so cal?
Are bikes considered vehicles? Will our Vehicle Miles Traveles on trails now be measured? How is this effecting our use of current and new trails?
I can only hope it will require all new housing projects to require adequate guest parking based on estimated VMT. Which is a huge problem in OC and most cities.
It would affect MTB trails only if municipalities with open space can demonstrate travelers would use MTB in lieu of gasoline motor vehicles to reduce driving. If so, plans will be drafted to interconnect residential uses with commercial uses and business parks and sprinkle the occasional bus stop and train station along the way...or something like that.
ironically this pandemic is pushing cities to request the Governor to delay implementation because traffic patterns and use of mass transit are not what they used to be, and who knows what’s gonna happen to business parks and transit facilities moving forward. The baseline condition has changed, so the thresholds are no longer relevant. Maybe office uses can be converted to housing (lots of train stations are inadvertently used that way).

Parking and roadway expansion are considered growth-inducing (they facilitate use of motor vehicles), so they will be discouraged as development of virgin land and redevelopment of infill occurs. Instead, the plan is more bicycle parking, expanded transit infrastructure, and development of commercial and employment-generating uses within half mile of residential uses in an effort to get people out of cars. This is where e-bikes become relevant.
Interesting as california, so cal in particular, was built on the mobility of the car and the sprawl of suburbs.
Talk about try to reverse how things were planned from the beginning. And i for one despise public transit. Its slow, inconvenient, dirty and will seldom get me where I need to go easily.
And train station now appear to be built as camps for the homeless.
