    Widen the 133?
    CalTrans (California Department of Transportation) is proposing changes to the 133 in Laguna Canyon. Laguna Canyon Foundation is concerned about these changes and is fighting to save our canyon.

    send public comments before july 10th to:
    Please submit your comments in writing no later than 5:00 pm, July 10, 2018 to Edward Dolan, Associate Environmental Planner, Caltrans District 12, Division of Environmental Analysis, 1750 East 4th Street, Suite 100, Santa Ana, CA 92705 or via e-mail to D12.SR133@dot.ca.gov. The date we will begin accepting comments is June 11, 2018. If there are no major objections, Caltrans will proceed with the project’s design.

    I am against the widening, but i do support the idea of undergrounding the electrical lines !

    One thought about under-grounding the electrical. If they fund it with a 30 yr note, like they are talking about, the technology will be obsolete before they finish paying for it. I doubt we will be getting our electrical this way 30 years from now. Since it doesn't block any views, I am going to vote to save our taxpayer money. There are some who claim the electrical poles pose a tremendous fire risk when drunk and/or impatient douchebags run into them with their cars/trucks. That's probably true.

    Some City activists are also talking about a "1%" sales tax increase from 7.75% to 8.75%. For those of you who suck at math, that's a 13% increase, not a 1% increase. (1 is 13% of 7.75).

    The never-ending quest to relieve or prevent the horrific traffic jams entering Laguna via the Canyon cannot be solved by widening the road all the way to Canyon Acres. It will still jam up, 'cause there's no place to go. They've been talking about a "Village Entrance" at the Act V City Parking lot for years (between the Art School and the Town) - a parking structure and a shuttle system. With the crazy laws about smoking, drones and picture taking, combined with the overpriced restaurants, you would think that would decrease traffic enough! Once again, social media has dramatically increased the amount of people headed for Laguna beaches, particularly in South Laguna. I blame STRAVA.

    It probably won't be beamed power, so you'll still need the transmission lines no matter how it's generated.

    There's a real possibility that as we switch over to more efficient lighting and appliances and generate a greater percentage of power from solar on-site and locally that some of the projected electrical demand and transmission needs may not materialize. Might not be particularly germane to this project, and if the solar comes from elsewhere it will still have to be transmitted in but there's changes afoot in the electric utility business.

    On this project, if they are going to put in bike lanes why are they not separate from the traffic lanes? I don't want to be anywhere near cars.

    Class 1 & Class 4 bike paths are horrendously expensive. LCF is against taking a 40-foot wide strip for the project; a separated bike path would require even more.

    Long Beach put in less than 2 miles of "demonstration" Class 4 downtown, at a cost of over $2M, reduction of travel lanes from 3 to 2, and removal of parking. This of course has made congestion much worse. Bike lanes are not always a good thing.

    It's a state highway, so Caltrans is required to use the Complete Street concept.

    Yeah, the canyon is too narrow for separate paved bike lanes.
    singletrack mtb lanes, on the other hand....

    How about a parking lot by the 5 fwy and make the entire canyon biking and hiking only! We can employ rickshaws to carry people to the beach :p If you're trying to get outdoors, then might as well enjoy the whole canyon.

    I gots some bikes.
    Not that it's completely relevant to this discussion, but why does it have to be the loss of one pole to a drunk? What would happen if you lost every pole for 75 miles in each direction in a natural disaster? We didn't think it was possible either... It's pretty surreal to drive over downed power lines and telephone poles. Good thing I had a large redneck 4x4 at that time. :p

    The only oasis afterwards, when we were without power for over a month? The Disney World hotels with their underground power lines.

    I think these guys were from Pennsylvania- clearing the downed lines and poles, and installing new.

    Undergrounding is very expensive, especially retrofits. They are undergrounding very large transmission lines in Chino Hills/Chino
    It's something like $1 billion.

    That's crazy talk!

    Now putting that same parking lot by the 405 makes total sense. Huge empty lot there which I assume is about to become more high-density housing for our foreign friends to purchase so that their teens can attend Irvine schools.

    To be honest, the plan as described in the "build" option in the EIR/MND makes perfect sense. Extending the second lane past the parking lot on the southbound side will make it easier to exit the parking lot with less strife and conflict. Minimal impact.

    I dont understand how expensive things can get here. What is so special about a separated bike lane? o_O It will save lives and it will make people go outside and bike! :bang: For example a separated bike lane along Santiago Canyon...that would be a dream.

    You have to acquire the right of way that you don't currently own. That's the biggest expense (and delay). Then you have to engineer it. Then you have to get the environmental clearance. State Water Board approval. CEQA and NEPA. If it's near a wetland or involves drainage then the USACE gets involved and they can't do anything in less than several years. All the while Caltrans is paying its engineers (or its contractors) to get the permits and the lawyers to fight the inevitable lawsuits by outfits like LCF (more $$).

    I'm amazed any bike lanes actually get built. Unfortunately those that do get built are the least needed.

    The most cost-effective way to do it is as part of a master-planned community when it gets master-planned....like, Irvine.

    From my construction industry POV, this response is 100% spot on. Easements are about the worst thing you can possibly deal with in commercial construction.

    Just convince someone in Vegas to build a "Laguna Beach Hotel and Casino" and the pressure's off. I mean who doesn't love complementary drinks with their desert tide pools?

    I'm thinking cycling, surfing, shell hunting, sun bathing, bird watching, art festivals and all the wonders of Laguna Beach would be better experienced in virtual reality, along with La La Land-esque bikini/speedo dance shows and sand dollar poker chips..
