I have my doubts. Sounds like a rumor that may have been secretly started by the city itself in an effort to be able to double the fine of the offenders. Beware!!!

 

Laguna officials at many different levels are famous for not thinking things through or getting enough input, enacting a policy, then reversing their position in the face of complaints. I would like to see them do their homework in the first place.
