Noticed there was quite a bit of play between the steerer and tube as I was putting my wheel on... Doesn't look normal... Is it?

Not Normal. Loosen the bolts that clamp the stem to the steerer tube. Then tighten down the center cap, not real tight, just snug so there's no play. Then tighten the stem clamp bolts.

^^^^^^^and if that doesnt fix it, then perhaps the bearings are shot.

If there is not sufficent gap (3-6 mm, I think) between top of steerer tube and top of stem (or spacers above stem) the top cap can bottom out on the top of steerer without putting tension through teh stem onto the bearing, and create play.

I've never seen that much slop in the lower bearing before.
